Run bash inside Cygwin, PowerShell and Windows Command Prompt

I am able to start a new bash shell by entering bash into an existing shell. I can do this in Cygwin, PowerShell and also Windows Command Prompt. Here are two screenshots:

What is actually the use of being able to run bash shell inside another terminal including bash shell itself? Why is this even allowed in the first place?
